    1. Drug Testing/Drug Policy Requirements

    If your county’s drug policy states that you will be doing random drug-testing on ALL employees, we ask that you change the wording to say “…random drug-testing on ALL Safety-Sensitive Employees.” You also need to include a list of your county’s Safety-Sensitive Departments, so it is clear who will be randomly drug-tested. Additionally, you should provide a copy of all your county’s policies to each employee during their orientation and inform them if they are a Safety-Sensitive Employee. Every employee needs to sign the orientation document stating that all policies and procedures were reviewed and that copies of all policies and procedures were received.     2. Leading the Unified Voice of County Government

    One of the most important elements of the ACCA Annual Convention is the election of the Association’s Officers, Board of Directors and Legislative Committee. A frequently updated list of candidates for these positions is available online:

     If you think you would like to help lead the unified voice of county government, there are some dates coming up quickly that you will want to be aware of:

    • Candidates for Vice President & Minority Director need to submit this candidate form to ACCA no later than Tuesday, July 5, in order to be considered by the Nominating Committee. (Any other candidates would require a floor nomination.) You must be available to come to the ACCA office in Montgomery to meet with the Nominating Committee at 10 a.m. on Tuesday, August 2.
    • Candidates for ACCA Board of Directors & Legislative Committee need to submit a separate candidate form to ACCA no later than Friday, August 5. Candidates who meet this deadline will be listed on the official ballots for their district. These positions are elected by the counties within each of ACCA’s 12 districts, as you can see on this District Map.

    3. Juvenile Justice Study Commission to Begin Work

    Commissioner Tim Choate (Etowah County) will represent Alabama’s 67 counties on the newly formed Juvenile Justice Study Commission. The commission, created this legislative session under Act 2016-164, will make recommendations for changes to Alabama’s juvenile justice system that ensure adequate funding and administration of juvenile care, detention, and custody. Through participation in the commission, counties will advocate for a juvenile justice system that includes state and municipal participation and properly limits the county’s role in the care and detention of juveniles held pursuant to state or municipal laws or programs.

    The commission’s first meeting will take place no later than September 1, 2016. In the meantime, county administrators are encouraged to complete the ACCA juvenile justice survey distributed earlier this year. Please contact Chase Cobb (ccobb@alabamacounties.org) if you have any pertinent information or comments related to the juvenile justice system that you would like the commission to consider.

     

    4. Highlight Excellence and Service in Your County

    If necessity is the mother of invention, it is no wonder that Alabama counties and county leaders have such a strong track record of innovative solutions to the countless challenges facing local government. ACCA’s annual Awards Program offers a terrific opportunity to shine a light on outstanding people and programs throughout the 67 counties. Check out the Awards Packet to find out how to submit a nomination for:

    • Outstanding Contribution to County Government: given to one person each year
    • Excellence in County Government: recognizing outstanding county programs in two population categories
    • Tenure in Office: for commissioners reaching milestones for length of service
    • Memorials: in remembrance of commissioners who have died in office during the past year

    All nominations must be received by ACCA no later than 4:30 p.m. on Friday, June 24. (That’s NEXT FRIDAY)

     

    5. Grant Opportunities from ADECA’s Energy Division

    The Energy Division of the Alabama Department of Economic and Community Development (ADECA) has released preliminary information on several upcoming grant opportunities. Counties will be particularly interested in the $15,000 grants for local governments to do energy-efficient improvements in publicly accessible, community-oriented buildings. Details of eligibility are not yet available, and the requests for proposals are likely to come in the next two months. Please use the link below for additional information.
