  • Learning the Legislative Process

The County Government Education Institute, which offers professional development for county employees and county attorneys, is offering the Legislative & Governmental Relations class Nov. 17-18 in Prattville. This is an invaluable course, since the successful future of county government is linked directly to positive relationships with the Alabama Legislature, the governor’s office and many state agencies. (For attorneys, the Alabama Bar Association approved the course for 11.3 hours of the mandatory CLE credits.) An agenda and registration link are online.

The ACCA Legislative Conference, which will be focused on preparing for the 2015 Regular Session of the Alabama Legislature, is coming up soon. We will be in Montgomery this year on Dec. 3-4, and room reservations are already available at a discounted rate.

    Retiree Bonuses

Counties that met the August deadline to opt to provide retirees with a one-time bonus next month are working through the details, and ACCA has received several questions about supernumerary tax officials. Counties are not authorized to pay this one-time, lump-sum bonus to supernumerary tax officials because Ala. Code § 40-6-3(b) only authorizes them to be included in cost-of-living increases and that is not what the Legislature enacted this year.

Wage & Salary Survey Report Coming Soon

ACCA is working with the Auburn Center for Governmental Services on final edits to the report of the 2014 Alabama County Wage, Salary & Benefits Survey. Many thanks to the 45 counties that put in the effort to answer the many questions! This valuable research tool should be available electronically in the coming weeks.
