    New Liability Board Trustee

    Last week the ACCA Board of Directors appointed Marshall County Commission Chairman James Hutcheson to serve on the ACCA Liability Insurance Self-Insurance Fund Inc.’s Board of Trustees. As part of the 15-member board, Hutcheson will be responsible for setting policy, providing financial direction and establishing the annual premium contributions for each fund participant. Congratulations!


    Got Cyber Security?

    The opening general session of this year’s Association of County Administrators of Alabama annual conference will focus on the newest threat to the daily operation of county government — intrusion into the county’s data storage system. Travis Michalak, associate vice president and information risk leader for Nationwide Financial will begin with a session on “Cyber Risks and Cyber Threats,” followed by David Freeman, IT director in Limestone County, with practical advice on “How to Identify Your Cyber Vulnerabilities. St. Clair County Administrator Kellie Graff will bring things into tighter focus with her firsthand experience of “A County’s Liability Scare.”


    Advertise carefully

    With the Alabama Legislature expected to complete its work during the 2015 regular session over the next five weeks, counties that have not yet started the process of advertising local legislation may consider focusing on a possible special session later this summer or fall. Using the phrase “will be introduced during the next regular or special session of the Alabama Legislature” in any advertisements would allow local bills to be introduced should an additional session be needed to address the state’s financial woes.


    Reinsurance and Property

    With the enactment of the ACCA Legislation known as “County Modernization III,” the Association is turning its attention toward providing self-insurance coverage for county property. ACCA Director Sonny Brasfield will attend the annual meeting of the Board of Directors of County Reinsurance Limited this month and will initiate the first steps toward allowing counties to save even more money and enjoy the benefits of self-insuring their vehicles and other property.


    PLAN2016 is Active

    Many thanks to three members of the PLAN2016 project who attended the ACCA Board of Directors meeting last week. Blount County Commissioner Dean Calvert, Dale County Commissioner Chic Gary and Lawrence County Commissioner Joey Hargrove played an active role in the Board’s business session. PLAN2016 members will attend the annual conferences of the county engineers and administrators next week as well as being part of the upcoming meetings of the Association’s insurance boards. The leadership training of the 17-member group will conclude in August of 2016.
