    1. Revisions to the Omnibus Pay Act

    Newly-enacted changes to the Omnibus Pay Act go into effect in about two months, and counties will want to be thoroughly familiar with the pair of significant technical changes going into budget preparations for fiscal year 2016-17. The changes affect increased compensation for elected in officials in the county.

    ACCA Association Counsel Mary Pons prepared the memo linked below outlining key points for proper implementation of the new law, and the memo also includes a link to the new law, Act 2016-335.

    2. Emergency Management Task Force Starts Work

    The task force established to provide a long-term vision for the financial and operational success of emergency management programs in Alabama held its first meeting on Thursday, May 26. Coffee County Commissioner Dean Smith, Elmore County Engineer Richie Beyer and Lee County EMA Director Kathy Carson participated on behalf of county government in Alabama.  The group established three committees, which are expected to begin work later this summer.  Counties will be notified of the committee meetings and the progress of the task force as it works toward recommendations for the 2017 legislative session.


    3. Gas Card Update

    Effective June 1, 2016, counties will no longer be able to use the state contract for fleet fuel card services. Please be aware that counties cannot automatically “renew” participation in the WEX Fuel Card program as suggested in recent correspondence from WEX. The Association recommends that you collect the fuel cards used by your employees so that there is no inadvertent use of a card after the expiration of the current contract.

    To continue to participate in a fleet card program, the Association recommends either of the following:

    1. Competitively bid the services
    2. Purchase the services from a national or regional governmental cooperative purchasing program approved by the Alabama Department of Examiners

    4. Time is Running Out for NACo’s Early Bird Discount

    If you are planning to attend the annual conference of the National Association of Counties (NACo) this summer, please be aware that the early bird registration period – with a discounted registration fee – ends on June 10, which is Friday of next week. Beginning June 11, registration will increase from $515 to $540 per person
