    Remarks from ACCA Executive Director Sonny Brasfield

    It was great to see such a big — and attentive — crowd at the Legislative Conference last week. With this event behind us, the ACCA staff has now turned its attention to the details on many issues that will confront counties in the months ahead. One such item is the effort to alter Alabama law regarding access to public rights-of-way for the installation of equipment to provide so-called 5G cellular service. The Association has worked hard to help find a resolution to this issue that will encourage investment and, at the same time, protect the rights-of-way and the safety of the traveling public. Negotiations are ongoing, and no final resolution has yet been reached. We hope you will keep your eyes on this issue and that you will respond as we provide updates and ask for your leadership and voice at the local level.

    ACCA reveals impact of 2015 prison reforms on counties in new report

    Last week, the Association released a research publication, titled “Alabama’s Unresolved Inmate Crisis,” that highlights the significant impact of the 2015 Alabama Prison Reform Act on county jails and budgets. All members of county government are encouraged to review the publication here and then share it with local media, opinion leaders and legislators — all while expressing that we must work together to correct the mistakes of 2015 before starting a new prison reform effort in 2020.

    January ACCA District Meetings are next vital step in county legislative process; All county leaders urged to participate

    The ACCA 2020 District Meetings are just around the corner, and your participation is critical! A vital component of the county legislative process, the District Meetings exist to fully educate you on county legislative goals for the coming session and other pressing issues to ensure you can effectively and comfortably communicate with legislators once the session begins. All members of the County Family — including Commissioners, Administrators, Engineers, Emergency Managers, 9-1-1 Leaders and Revenue Officers — are urged to participate. With that in mind, are you registered to attend one of the District Meetings listed below?

    Renewal packets distributed for ACCA Liability Fund, Property Program

    Last week, County Risk Services (CRS) emailed 2020 Liability and Property renewal packets — which both contain an invoice, Declarations Page and Endorsements, if any — to every Fund member’s designated insurance contact. Fund members should have their Liability and Property Declarations Pages signed by their Commission Chair and the originals returned in their entirety, along with their premium-contributions, by Jan. 1. Premium-contributions can be paid with one check — made payable to ACCA Liability Self-Insurance Fund Inc. — and mailed to ACCA LSIF, c/o CRS Inc., P.O. Box 589, Montgomery, AL 36101-0589.
