Monday Memo | July 20

Remarks from ACCA Executive Director Sonny Brasfield

It’s about time to return to “normal” on our Rebuild Alabama obligations and opportunities. Counties should currently be working on their contractor report for the past year and preparing to adopt a new Rebuild Alabama work plan for fiscal year 2021. The ATRIP-II Committee will meet in 10 days, and shortly thereafter, it’ll be time to submit applications for this important program. With all the turmoil swirling around the state, it’s nice to be reminded we have wonderful opportunities to make a positive difference — if we stay on course.

Costly ransomware attacks impact every level of government

With each passing day, ACCA continues to hear about more ransomware attacks on public entities, including some Alabama counties. In fact, public entities are listed as having experienced the second highest number of attacks during the third quarter of 2019, according to Coveware Inc. These attacks are costly for entities in regard to remediation and ransom payment expenses, as well as the need to shut down entity operations to recover and restore data after an attack. The average ransom paid during the 2019 third quarter was more than $41,000, while the average recovery downtime was 12.1 days. It is also worth noting that even if an entity pays a ransom, it is neither guaranteed all data will be recovered nor that files and servers were not damaged during the attack.
