    Remarks from ACCA Executive Director Sonny Brasfield

    Nearly 30 county and ALDOT engineers joined Henry County Engineer Chris Champion last week as he assumed the office of president of the National Association of County Engineers. Former ACCA President David Money and I were also present for the banquet honoring the new President. It was another example of what’s so special about the County Family. Good Luck, Chris!

    Reminder: 2022 Final Legislative Report now available to County Family

    Last week, the Association released its 2022 Final Legislative Report, following the conclusion of this year’s Regular Session of the Alabama Legislature. The report details all of the new laws from the 2022 Session relevant to county operations. For this reason, every member of the County Family is urged to review the report and make note of important changes to their role in county government.

    Complete details on ERS retiree bonus headed to counties this week

    During this year’s Regular Session of the Alabama Legislature, lawmakers approved the opportunity for county governments to provide their retirees with a one-time lump-sum longevity bonus.

    This week, County Administrators are encouraged to monitor their inboxes for an email from the Retirement Systems of Alabama (RSA) with complete details and guidance on this opportunity — as well as a retiree bonus sample resolution. Each county’s estimated cost for providing the bonus will be made available in RSA’s employer portal. Counties interested in granting the 2022 bonus are reminded that a resolution must be approved by the county commission and submitted to RSA no later than August 31. Retirees in counties where the bonus is approved can expect to receive their bonus on October 1, 2022.

    County Commissions urged to select their 2022-2023 representative on ACCA’s Legislative Committee

    Attention, County Commission Members and Administrators! The 2022 Regular Session of the Alabama Legislature has concluded, which means it’s time for county commissions to select their nominees for the 2022-2023 ACCA Legislative Committee. 

    The work of the 67 member Legislative Committee is essential to the policy success of all Alabama county governments, so each county is encouraged to nominate its most engaged and enthusiastic representative.

    ACCA bylaws require that each county submit the name of its representative following a majority vote by the commission. In the coming weeks, counties are urged to place this item on their commission meeting agenda for a vote and submit a completed form to ACCA’s Lisa Fiore. The deadline for submitting your county’s nominee is August 1.

    Members of ACCA insurance programs reminded to submit renewal questionnaires

    Today, May 2, is the deadline for members of the ACCA Self-Insurance Funds to submit their completed renewal questionnaires. Participating members who have not already submitted their questionnaires may do so electronically through the Funds’ risk management information system, Origami

    County Engineers Chris Champion, Josh Harvill elected to NACE leadership positions

    The Association congratulates Henry County Engineer Chris Champion and Chambers County Engineer Josh Harvill on their respective elections to key leadership positions at the 2022 National Association of County Engineers (NACE) Annual Conference.

    County Engineers nationwide elected Chris Champion to serve a one-year term as NACE President. Josh Harvill was re-elected by the organization’s Southeast Regional States to serve another one-year term as NACE’s Southeastern Regional Vice President. Chris and Josh will represent Alabama and NACE on its Executive Committee, consisting of five regional vice presidents, three officers, the immediate past president and a National Association of Counties (NACo) Board representative.
