Another ACCA priority bill signed into law
This past Tuesday, ACCA’s priority legislation related to county mutual aid (HB168 by Rep. Allen Treadaway and Sen. Andrew Jones) was signed into law by Gov. Kay Ivey. Effective October 1, Act 2025-206 updates Alabama law to align with present-day emergency management operations and allows for local governing bodies to coordinate resources not just during natural disaster events but during any occasion that, if not adequately managed, poses a threat to the health and safety of Alabamians and their property. Final 2025 County Advocacy Day taking place tomorrow
Dozens of county leaders will travel to Montgomery tomorrow to participate in the final ACCA County Advocacy Day of the 2025 Regular Session. County leaders registered to participate are urged to arrive in town eager to work and to push Alabama counties’ remaining legislative priorities over the finish line. The ACCA staff would like to extend a special thank you to all who have visited the Capital City these past few months and played such a critical role in what has been a successful legislative session for counties thus far.
Wednesday is deadline for counties to complete ARPA report
This Wednesday, April 30, is the deadline for counties that received State and Local Fiscal Recovery Funds under the American Rescue Plan Act (ARPA) to complete their county’s Project and Expenditure Report in the U.S. Treasury Portal. For counties that received more than $10 million in ARPA funds, the report will cover obligations and expenditures of ARPA funds for the period of January 1, 2025, through March 31, 2025. For counties that received $10 million or less in ARPA funds, the report will cover obligations and expenditures of ARPA funds for the period of April 1, 2024, through March 31, 2025. Counties participating in the Investing in Alabama Counties (IAC) program are encouraged to reach out to the IAC staff for any last-minute questions or assistance.
County Family member elected to NACE leadership position
Elmore County Chief Engineer Luke McGinty was recently sworn in to a leadership position for the National Association of County Engineers (NACE). During the association’s annual conference this month, Luke was elected by the organization’s Southeast Regional States to serve a one-year term as NACE’s Southeastern Regional Vice President. In this role, Luke will represent Alabama and NACE on the association’s Executive Committee — which consists of five regional vice presidents, three officers, the Immediate Past President and a National Association of Counties Board representative.
