County Joint Bid Program | Victim Notification System |

Through its Joint Bid Program, ACCA issued a Request for Proposals to qualified vendors to provide a compliant electronic application for Alabama crime victim registration and automated notification. This service is available to all 67 counties in Alabama.

The Houston County Commission, ACCA’s designated awarding authority for the Joint Bid Program, has entered into an Option Contract with Appriss Insights, an Equifax Company, to provide its VINE software.

Contract Summary:

  • Term: Initial 3-year agreement
  • Cost Breakdown:
    • Year 1 – $8,416.19
    • Year 2 – $8,594.51
    • Year 3 – $8,756.20

There is no start-up charge from Appriss to integrate into the system. However, please note that your current Jail Management System (JMS) vendor may charge a fee for integration.

If your county already uses an automated JMS, Appriss Insights will work directly with your vendor to ensure full integration. For counties without a JMS or those opting not to integrate, a stand-alone version of the software is also available.

If your county is interested in purchasing this software application, please request an Individual County Proposal from Brad Jefferies, Customer Relationship Manager at Appriss Insights. If the Individual County Proposal provided by Appriss Insights meets your county’s needs and expectations, your county commission will need to approve the expenditure and form service agreement consistent with your county’s normal contracting procedures. The ACCA has negotiated a service agreement that is consistent with Alabama law and the requirements of the RFP on your behalf. Below is a link to a Fillable Service Agreement for your convenience.
